Certification of the Issue of Documents by the Georgian Administrative Authorities

A period for the re-issue of requested document depends on the issuing authority and post delivery times. It takes an average of 20 days to complete the process.

The service consists of two components;
\r\n\r\n\r\n\r\n
Fees for these two components should be credited to separate bank accounts, in the amount and under the procedures determined individually.
\r\n\r\n\r\n\r\n
Given below is the procedure to follow if a request for the re-issue of the document is filed, for example, with the Public Service Development Agency.
\r\n\r\nFee for the re-issue of the document – 10 USD
\r\n\r\nFee for Apostille certification of the document – 20 USD
\r\n\r\nFee for translation per page – 20 USD
\r\n\r\nFee for Apostille certification of the translation – 20 USD
\r\n\r\nIt follows that if the applicant applies for Apostille certification of one-page document plus its translation and Apostille certification of the translation, a total fee for the service will be 70 USD of which 10 USD will be a fee for the re-issue of the document, 20 USD – for Apostille certification of the document, 20 USD – for the translation of one page and 20 USD – for Apostille certification of the translation.
\r\n\r\n10 USD will be paid in the currencies of respective countries as shown in the Table below. The equivalent of 60 USD will be paid in Euro to the account of the Public Service Development Agency.
\r\n\r\n\r\n\r\n
Apostille certification and translation fees must be paid to the account of Georgia’s respective authorities.
\r\n\r\n\r\n\r\n
If the document the re-issue and Apostille certification of which you apply for is issued by the authority other than the Public Service Development Agency, please consult the Consulate before paying the fee.

When a citizen holds documents issued in Georgia for use in the host country or holds documents issued in the host country for use in Georgia, the consular offices are required to provide translation of such documents from Georgian into the language of the host country or vice versa.

The Consulate may provide translation of the document; authentication of the translated document; and both translation and authentication of the translated document.

The service will be provided based on the application of any person concerned, within 10 days of filing the application.

Documents are translated and authenticated for their use in administrative proceedings in Georgia or in the host country.

Granting Georgian Citizenship by Way of Exception
\r\n\r\n\r\n\r\n
A citizen of a foreign country who has made a contribution of exceptional merit to Georgia, or if the granting of Georgian citizenship to him/her is in the national interests of Georgia, can file with the Georgian Consulate an application addressed to the President of Georgia.

The application may be filed by the capable person of full age; in case of minors - by their statutory representatives; in case of minors who have already reached 14 years of age – their consent will also be required.

A person not holding documents certifying the citizenship either of a foreign country or of Georgia (passport or identity card of Georgia) and wishing to establish his/her legal relationship with Georgia and receive a respective document, is authorized to appeal to the Consulate in order to establish his/her Georgian citizenship.

Application except the data that should be proved should as well include information regarding conditions that makes impossible to receive documentation proving this fact in other way, or information regarding restoring lost document or unlawful conditions causing inadequate funds and forces; It should as well include detailed information regarding evidences by which you prove fact that should be identified; Such as Name, surname and address of witnesses if important conditions for this case should be identified by reports of witnesses. Interested person in this case proceeding should present all documentation available to him.

Marriage is the voluntary union of a man and a woman registered in compliance with the Georgian legislation.

Marriage can be registered in the presence of the persons intending to marry and at least two capable adult witnesses. Registration of marriage by proxy is not allowed.

The fact of birth provides the basis for birth registration. This service can only be provided if the fact of birth has never been recorded before. Birth registration leads to the issue of birth certificate containing personal data on a child.

Immediately upon the birth of a child, the competent authorities of foreign countries registrate the fact of birth and issue birth certificates. In other case, the applicant must appeal to the Georgian Consulate for registration. Birth certificate is a document issued by the state authorities containing the child’s personal data.

Birth certificate can only be issued on registration of the birth of a citizen of Georgia or of a child of a stateless persons with respective status in Georgia.

Short-term diplomatic category visas of the following categories shall be issued:

Passport is a document proving identity and citizenship. Pasport presents property of Georgia and is issued to a Citizen of Georgia at any age, for purposes of leaving Georgia, movement abroad and returning back to Georgia.

Passport without biometric data can be issued on the basis of health conditions, physical condition or any other reasons that makes it impossible to collect biometric data from a person.

Statement should be presented in person before the Consular Post, it is possible to present statement via Legal Representative.

If a Citizen of Georgia who is abroad and has acquired Passport of Georgia or ID Card and in the Agency, Diplomatic Representation of Georgia or consular Post his application is kept there and there is no need to present in person for the purpose of issuing Passport of Georgia .

Diplomatic Representation/Consular Post of Georgia abroad provides registration according to the place of residence only for Georgian nationals residing abroad.
\r\n\r\nGeorgian citizens regardless of age can register abroad, if:
\r\n\r\n\r\n\r\n
Adults are registered according to their actual place of residence abroad.
\r\n\r\nMinors under 18 years of age, as well as persons under guardianship and trustee, will be registered according to the place of registration of parents, guardian, caretaker, or another legal representative.
\r\n\r\n\r\n\r\n
If there is no record containing a photo in the database of the Civil Registry, or it is impossible to identify a person by the photo due to its oldness or other reasons, it may become necessary to determine the photo identity of the person wishing to proceed with registration. The photo identity could be determined in the presence of a consular official by an adult citizen of Georgia who knows personally the citizen of Georgia to be registered.

The decisions of foreign courts must be recognized and enforced by the Supreme Court of Georgia.

An electronic identity card (ID card) is an identity document issued only to citizens of Georgia.
\r\n\r\nIt is not mandatory to obtain an electronic ID card for citizens of Georgia living abroad.
\r\n\r\nAn application for an electronic ID card can be submitted by:
\r\n\r\n\r\n\r\n
An application requesting an electronic ID shall be submitted at a Diplomatic Representation/Consular Post of Georgia abroad in person from the age of 9 years.
\r\n\r\nDocuments to be submitted:
\r\n\r\nImportant: any document issued abroad must be translated and certified with an apostille or legalized according to the regulations of the country of residence. The document can be drawn up in Georgian, English, or Russian. If it is translated by the authorities of a foreign country, the translation must be certified in the same manner that applies to the document itself.

\r\n\r\nA Travel Document for Return to Georgia is a one-time travel document that is issued instead of an expired, lost, or damaged travel document, or in the absence of such, to facilitate the return of a Georgian citizen staying abroad to Georgia.
\r\n\r\nA Travel Document for Return to Georgia can be issued to:

It is possible to request a Travel Document for Return at Diplomatic Representation/Consular Post of Georgia in the country of residence through a personal announcement or by post.

\r\n\r\n\r\n\r\n
A passport is a document confirming identity and citizenship and is issued to a citizen of Georgia of any age to travel to Georgia or move abroad.
\r\n\r\nA biometric passport is a document that, unlike a regular passport, contains an electronic microchip of information on which the personal data of the passport holder are recorded - biometric photograph, signature, and fingerprints.
\r\n\r\nAn application for a passport can be submitted by:

An application requesting a passport shall be submitted at a Diplomatic Representation/Consular Post of Georgia abroad in person from the age of 9 years. This requirement does not apply to an application through the Power of Attorney.

It takes up to 45 days from applying for the relevant Diplomatic Representation/Consular Post to issue a biometric passport.

Biometric passports are issued for 10 years to adults and for 3 years to minors of age.
\r\n\r\n\r\n\r\n
In case of justification, it is possible to request a second biometric passport. In such a case, the validity period of the passport will be determined for 1 year.
\r\n\r\nService can be refused if:
\r\n\r\n• The request is made by an unauthorized person;
\r\n\r\n• The documents stipulated by the law for receiving the service could not be submitted;
\r\n\r\n• Counterfeit or invalid documents were submitted;
\r\n\r\n• It is impossible to identify a person and/or determine his/her Georgian citizenship.
\r\n\r\n\r\n\r\n
From, November 1st of 2019, to obtain a new passport instead of a lost or stolen one, the holder of a passport, in Georgia as well as abroad, shall immediately declare the loss (or theft) of the passport, to the respective law enforcement agency or other authorized body and obtain a confirmation, which has to be submitted with other mandatory documents.
\r\n\r\nSuch a confirmation of a complaint can be drawn up/translated into English and/or Russian. Legalization and/or Apostille is not required.
\r\n\r\nThe confirmation must contain the details of the lost (stolen) passport. Please note that as a result of receiving a new passport, the lost (stolen) one will be canceled, and information about its cancellation will be provided to Interpol in compliance with the standards of personal data processing.
